The North Carolina Chapters of the American College of Healthcare Executives (ACHE) and the North Carolina Healthcare Association (NCHA) have partnered to bring you 2 panel discussions as an ACHE Pre-Conference Session in advance of the NCHA Winter Meeting 2020. The pre-conference session introduces the theme of the Winter Meeting: Drive Change. We will explore trends associated with driving change from 2 perspectives: policy-making and care delivery.

Panel 1 - The Healthcare Organization’s Role in Formulating Public Policy

Many of the issues in today’s society confront healthcare organizations on a daily basis.  Leaders of these organizations advocate for policy on a variety of these issues due to the manner in which they impact the hospital, the community and healthcare providers.  Critical issues such as access to care, patient safety, population health disparities and changes to Medicare and Medicaid are just some of the many items that today’s healthcare organization encounters.  In addition, healthcare leaders must also be in tune with payer demands for cost containment and the growing expectation for transparency as well as the changing models of healthcare delivery.  This panel discussion is centered on these topics.  


Cody Hand, JD, Senior Vice President, Government Relations and Deputy General Counsel, North Carolina Healthcare Association

Cody is the North Carolina Hospital Association’s Senior Vice President of Advocacy, Policy, and Communications and Deputy General Counsel. He serves as the Association’s lead lobbyist advocating and coordinating hospital advocacy on behalf of North Carolina’s hospitals before all three branches of state government and the United States Congress. He also leads a team of professionals whose long term goal is to own the healthcare narrative.

Cody joined NCHA in 2012.  Prior to working at NCHA, Cody worked at the North Carolina State Senate as the Chief Policy Advisor to President Pro Tempore Phil Berger and also practiced law with his wife.

Cody received his undergraduate degree in International Business Administration from Angelo State University in San Angelo, TX and his law degrees from Texas Wesleyan University (Now Texas A&M University School of Law) in Fort Worth, TX.

He lives in Cary with his wife Kara, an attorney, and daughters Emmie and Maryn.


Danny Britt, Senator, NC Senate for District 13, North Carolina General Assembly

Senator Danny Britt is a member of the North Carolina General Assembly, serving in the NC Senate for District 13, which represents all of Columbus and Robeson Counties.  He has been serving since 2017.

He is a member of numerous legislative committees including Appropriations, the Joint Legislative Administrative Procedure Oversight Committee, the Joint Legislative Emergency Management Oversight Committee, the Joint Legislative Oversight Committee on Justice and Public Safety, Pensions, Retirement and Aging, Redistricting and Elections, Select Committee on Prison Safety, Select Committee on Storm-Related River Debris/Damage in North Carolina and Transportation.  In addition, Senator Britt co-chairs the Committee of Appropriations on Justice and Public Safety along with the Judiciary Committee.

He was born in Robeson County to a mother who is a retired textile worker and to a father who was a state employee. He grew up spending his summers in tobacco fields, where he learned how to work hard and make a living.

Danny enlisted in the NC Army National Guard after high school and went on to play football at Appalachian State University. After college, he got in law degree and came back to Robeson County to work in a small law office. Danny later became a prosecutor in the Robeson County District Attorney’s Office.

He was deployed to Iraq and later Kuwait, and currently holds the rank of Major after 20 years of service.

Today, Danny operates his own firm and lives in Lumberton with his wife Jill – a public school teacher – and two kids. He continues to serve in the North Carolina Army National Guard.

Scott Whisnant, Director of Government Affairs, New Hanover Regional Medical Center

For the past 22 years, Scott Whisnant has worked in community relations at New Hanover Regional Medical Center. He currently supervises the health system’s government advocacy and Community Engagement, coordinating much of the health system’s mission work to address social determinants of health.

Scott is founding chairman of Cape Fear HealthNet, a community-wide effort to improve access to care for the uninsured poor and has served on boards that address homelessness and support children in poverty in public schools. In 2011, he was recognized as an Albert Schweitzer Honors Scholar, designated by UNCW to one who has made significant community contributions.

Through his current role at the hospital, Scott is chairman of the New Hanover County Resiliency Task Force, which has more than 400 members who are ambassadors for teaching the community about how to combat toxic stress. He also led efforts to bring a food pharmacy to NHRMC, a grocery store to the Northside neighborhood, and a homeless recuperative care shelter for NHRMC patients who have nowhere else to go.

He previously worked 16 years in journalism. His non-fiction book, Innocent Victims, was published in 1993 and made into a mini-series on ABC in 1996.

Scott is married to free-lance humor writer Celia Rivenbark, who has written seven books and five plays of her own. Sophie, their 22-year-old daughter, graduated from UNC-Chapel Hill in May 2019 and teaches kindergarten in a high-poverty elementary school in Charlotte.

Dave Richard, Deputy Secretary, NC Medicaid, Department of Health and Human Services (DHHS)

Dave Richard is the Deputy Secretary, NC Medicaid, where he leads North Carolina's $14 billion Medicaid and NC Health Choice programs for the state's Department of Health and Human Services (DHHS).

Richard's vision for Medicaid is to ensure a sustainable, person­ centered and innovative Medicaid program for more than two million North Carolinians who use Medicaid. As the programs undergo transformation to even better fit the needs of state and its residents, he is committed to the fundamental goal of

improving the health and well-being of all residents. Richard believes the right way to achieve success is to work closely with stakeholders in all aspects of Medicaid.

Prior to leading Medicaid, Richard was the Deputy Secretary for DHHS Behavioral Health and Developmental Disability Services and the State Operated Healthcare Facilities divisions. He joined DHHS in May 2013 as the Director ofthe Division of Mental Health, Intellectual and Developmental Disabilities and Substance Abuse Services. Richard joined DHHS after leading The Arc of North Carolina, an advocacy and service organization for people with intellectual and developmental disabilities, as its Executive Director for 24 years.

Richard has a bachelor's degree in education from Louisiana State University.

Yogin Patel, MD, MBA, FACEP, President, ApolloMD

As President of ApolloMD, Dr. Patel serves our health system partners and oversees practices along the East Coast in our collective mission to drive better patient care and higher quality outcomes. Dr. Patel joined ApolloMD in 2007 and has been involved with establishing new practices, new physician recruitment, clinical operations, leadership development and strategic growth initiatives. From an operations perspective, he has driven the success of several large-volume emergency departments by maximizing throughput, enhancing the patient experience and improving clinical quality using strong, performance-based incentives to align providers with our health system partners. He combines his clinical and business acumen to bring creative solutions to our client’s toughest challenges. In addition to his leadership role, Dr. Patel is a practicing Emergency Physician proudly serving communities throughout the Carolinas.

Prior to joining ApolloMD, Dr. Patel received his BS with Concentration in Neuroscience from Duke University. He also completed his MD, and his MBA focused on Health Sector Management from Duke University. He completed his residency in Emergency Medicine at Oregon Health Sciences University where he was inducted into AOA and served as Chief Resident in Emergency Medicine. He also concurrently served as Legislative Advisor for the Emergency Medicine Resident’s Association, and remains active within the American College of Emergency Physicians.



Panel 2 - Advanced Practice Providers: Changing the Way Healthcare is Staffed, Delivered and Financed

Advanced Practice Providers (APPs) are the fastest growing segment of healthcare professionals. Medical practices and hospital systems recognize the need to include Physician Assistants (PAs) and Nurse Practitioners (NPs) at multiple levels within their organizations. During this panel, participants will learn more about national trends in quality, reimbursement and productivity as a result of employing APPs effectively. This panel will discuss best practices for recruiting PAs and NPs, as well as building leadership models and career pathways for APPs in healthcare organizations.


Denise Chernoff, PA-C, MBA, Lead Advanced Practice Provider Cardiothoracic Surgery, WakeMed

Denise is the Clinical Lead for Cardiovascular, Thoracic and Vascular Advanced Practice Providers at WakeMed. She has over 17 years of clinical and leadership experience.  She graduated with a Bachelor of Science Degree in Physician Assistant Studies in 2001 and pursued a Masters of Business degree from the Willumstad School of Business at Adelphi University, graduating magna cum laude in 2014. She is Board Certified by the NCCPA and the North Carolina Medical Board.

In her role, Denise has she has built effective teams through strategy, teambuilding, strong communication skills and elevating professionals to their maximum scope of practice. She has a proven track record for improving patient safety and maximizing patient outcomes and experience. She dedicates her career toward pursuing a perfect patient experience by practicing evidence-based medicine, supporting reduction in variation, accountability, education and patient inclusion. Her clinical interests include Perioperative Open Heart and Thoracic Surgery, as well as Cardiac Intensive Care.

Denise serves as adjunct Faculty for the Physician Assistant Program at Elon University, and Student Mentor for the Campbell Health Sciences Program.  Her Memberships and Affiliations include, ACHE, APACVS, AAPA, NCAPA, SCCM where she served on the CVCSCCM Education committee since 2015. She has also been awarded membership into Beta Gamma Business Honor Society, earned the Margaret Sullivan award winner for Outstanding Physician Assistant Student in 2001 and Queens Hospital Centers PA of the Year in 2004. 

Denise lives in Raleigh with her husband and 3 active boys. Her outside interests include running, reading, World War II history and traveling.   


Jeffrey Hatcher, MD, Chief Medical Officer, Cone Health Wesley Long Hospital

Dr Jeffrey C. Hatcher grew up in Louisville Ky and completed his undergraduate degree at Indiana University. He completed medical school at the University of Louisville in 1994 and then spent a year as a Family Medicine intern at St. Joseph Hospital in Stamford CT. He then completed Internal Medicine residency training and was chief resident at SUNY Stony Brook in 1999. He then completed his Infectious Disease training at Vanderbilt University Medical Center in 2001.

Since 2001, he has been an Infectious Disease physician at Cone Health. He has been the medical director of the Regional Center for Infectious Disease. He is the immediate past president of the Medical Executive Committee at Cone Health (Greensboro campuses) and is the Chief Medical Officer for Wesley Long Hospital. He is committed to HIV medicine, and issues of physician wellbeing (professionalism and burnout).

Outside of work, Jeff is the proud father of 20 and 14 year old daughters, a busy husband, an active cyclist and whitewater kayaker.

Rand Pennington, MSN, PMC, FNP-C, AG-ACNP-BC, Nurse Practitioner, New Hanover Medical Group / New Hanover Regional Medical Center Physicians Group

Rand Pennington is a Nurse Practitioner who works with the New Hanover Regional Medical Center Physician’s Group in Wilmington, NC.  He has over 15 years of nursing experience and holds a Masters of Nursing Education from the University of North Carolina at Wilmington, a Post-Master’s Certificate as a Family Nurse Practitioner from the University of North Carolina at Wilmington and a Post-Master’s Certificate in Adult Gerontology from the University of South Alabama.  In addition to his clinical practice, Rand has served as a Clinical Instructor with Cape Fear Community College and is part of the faculty at both the University of North Carolina at Wilmington and the University of South Alabama.

As he progressed to his current role, Rand exceled with nursing practice at New Hanover Regional Medical Center.  From his work in the Medical Intensive Care Unit where he focused on interdisciplinary team care and ensuring quality outcomes to his role as a House Supervisor where he focused on and strengthened flow and throughput across the system, Rand has made a positive impact with nursing at New Hanover Regional Medical Center.

In his current role, Rand spends half of his time working with outpatients and the other half of his time helping inpatients.  In addition to his clinical responsibilities, he is an active member of the Physicians Advisory Committee for Informatics, serves on the New Hanover Regional medical Center Quality Committee, and is the president of the Advanced Practice Clinical Leader Council.  Rand also devotes a significant amount of his time to several professional organizations including the American Association of Clinical Care Nurses, Sigma Theta Tau International, the American Nurses Association, the North Carolina Nurses Association, the American Academy of Nurse Practitioners and the Society of Hospital Medicine.  He is also active as an alumni of the University of North Carolina at Wilmington.

Rand resides in Wilmington with his family and enjoys spending time at the hospital’s Employee Fitness Center.

Tom Del Corro, Cardiology Patient, WakeMed Health and Hospitals

Tom Del Corro is member of our local community, and a heart attack and open heart surgery survivor. Although retired, he spent his life dedicated to healthcare as an ICU Nurse and moved up in leadership to become an Applications Analyst for WakeMed where he retired in 2018.  Tom was vigilant about maintaining a healthy lifestyle by exercising regularly and following a healthy cardiac diet. Tom noticed chest pain after playing golf in July of 2018 and recognized the signs and symptoms he was feeling required him to seek Medical attention.  He was initially admitted to the hospital by an Advanced Practice Provider (APP) who started his medical workup and notified the physician of the severity and urgency of Tom’s condition.  Once his testing was performed, he was admitted by a cardiology APP to the hospital and seen by a cardiothoracic APP who, after collaborating the surgeon, ordered all of Tom’s necessary lab work and radiology studies and prepared him for surgery.  APP’s were vital to Tom’s successful outcome.  They were involved in all aspects of his care from admission, to assisting in harvesting his vein in the operating room, to being the clinician that ultimately prescribed him his medications and discharged him from the hospital.
